Changes and new function to existing site

Needs some modifications and a new function for our existing site, [[login to view URL]][1] Make sure you have a good look at it before quoting for the project please! 1. Need new homepage only design to make it more user friendly. 2. Need to create individual password protected logins to allow users to edit profiles and respond to comments. The main requirement will be individual password protection logins to allow paying salon owners, etc, to be able to modify their own listing (add new photos, change contact info or details, etc) and to be able to post responses to any comments (this will appear on the front end in a different color font, directly below the comment). This modifying page will be accessed via going into their own listing on the front end and clicking a "member login" link. They will be prompted to login and then they will get an interface very similar to the one admin uses to edit their individual listing, in addition to the ability to reply to each comment if desired. (we envision they will only choose to respond to negative comments) We are open to the use of any open source programming, as the main consideration here is the budget.
