Description: A social networking / publishing mash-up allowing for user sign up, account management and interaction within a niche community. Publishing aspect of the site will be geared towards ease of use for editors and ease of interaction for users (comments, favourites, Digg Its, etc). Social networking component will be geared towards interactivity between users and the site as a whole, directly interfacing with the publishing component.

System will be built by implementing 2 separate, open source applications (social networking & publishing) customized to work together and complement each other.

Logged in user can:

* Upload Pictures
* Upload Videos
* Comment on videos/pictures posted by others
* Comment on articles and reviews by editorial staff
* Utilize mail functionality to allow for webmail access within site
* Join discussion groups in a forum style format

All users:

* Top discussions high-lighted on main page, encourage non users to sign up and join discussion
* Up to date news scroll on main page
* RSS capability to allow others to link to site and feature the site on their blogs/webpages
* Direct publishing of articles and reviews by authenticated "editor" users within system, with a full publishing system allowing for archiving, categorization, editing, etc. typical of publishing platforms utilized worldwide by mainstream outlets.

To be considered you must

1) be able to show similar project you have done before
2) work in open source (elgg, phpfox, rubyonrails etc)
3) have references if you don't have a rating.

We will consider using an exiting platform, and re-skin it.

We have received several proposals, however many of them have no examples of working web sites that we can view. No company or person will be considered unless they can show us a working platform they created - the platform must have built using open source technology, PHP Fox, Drupal, Rubyonrails, Elgg or another open source solution. We will not use proprietary technology. Those considered will also have to show us the CMS they have built and have references. We are close to making a short list of potential candidates - and only those that comply with what we have requested will be considered.
