Simple web application

I'm looking to have a simple web application developed. The application will also need to have a basic clean css/html interface developed for it as well, just something that I can easily modify if necessary. I'm more focused on having the application work than I am the design however, so something akin to [login to view URL] would work fine. The application will need to be able to take user input of 2-3 fields, check a condition specified from one of those user input fields, and if the result is A, then the script will need to do B action (also gathered from the user input fields) and stop checking. If the result is C, the script will need to wait for five minutes, check the condition again (to see if it gets result A or result C) and then repeat the process until result A is obtained. ## Deliverables I will give additional details about the requirements/functionality of the project to the bids I feel most comfortable with. The main thing it will be doing is checking a condition and then sending an email to a random email address with certain information when a condition is met.
