Facebook and Twitter API PHP app

We have an application which posts to Facebook and Twitter and we need a little assistance bringing together some additional funcitonality from the Twitter API into our software. What we need is for a PHP/API script to traverse the accounts we follow on Twitter and bring in the current tweets into a SQL database table. We would then want to flag up any of this which would require re-tweeting back through the API. This does need a fairly knowledgeable Twitter and Facebook API guru so if you have proven experience, please bid otherwise, please don't waste our time.
