facebook application - payment and tracking system

I am in need of a script to track facebook users use and credit situation on a phone facebook app. Once the app is added, a user will get 1 free credit per day if they log in. Credits can also be purchased via paypal. 1 Credit allows user to make 1 prank call. Credits can also be used to download recordings of prank calls made. Also, there must be a do not call list that people can add their number too, and a tracking system to only allow numbers to be called a set number of times per day.
