Install and Configure PHP script on a windows 2003 server running IIS

I had the following script created to download information from the website www.ckc.ca. For some reason, the script will not download any information from the CKC website on my server. The server is running Windows 2003 server and IIS instead of linux and Apache. I need someone to figure out why it does not download the information on my server, correct the problem, and install the script so it runs perfect. I attached the php file to the project. I will provide RDP access to my server to the person that wins the project.
