I run a gaming website where my players get rewarded with Vote Points when they log into their accounts and click on a number of "Vote Banners". Each Vote Banner awards a certain amount of points and then it gets a 12-24 hour delay per account before they can click it again. (each banner may be clicked once every 12-24h)

When they click each vote banner on my site, they will be redirected to an external voting website, where they actually have to cast their votes by inputting a captcha and pressing "Vote for XXX".

Two things actually..I believe they should be easy for most experience people in PHP/HTML etc

1) When you log in and cast your vote the vote button should go gray and be disabled until the delay is done, instead it duplicates the gray unclickable vote button but the active one remains the visible as well. This was not always like this I think I messed something up here. When my players click on all 5 vote banners instead of showing 5 inactive banners, it shows the 5 actives AND the 5 inactives.. (10 total)

2) I would like to add a delay between the time people click on the vote banners. Most of my players figured out that they can get awarded the 1 vote point even if they don't input the capcha on the external site.

I want to add a 5-6 Seconds delay between clicking each vote button. I would like to make it so when they click Vote Banner 1, the external vote page would open but they would not be able to click Vote Banner 2 until 6 seconds after they clicked banner 1. So.. *Click Vote Button* 6 second delay until next button. If the person clicks the vote button before the 6 seconds it should show something like "Please enter the capcha in the Vote Site before clicking the next vote button". I'm hoping with a 6 second delay more people will enter the capcha instead of just wasting 6 seconds waiting to click the next button.
