Web-Based Publishing Database

We're looking for a programmer who can create a web-based database. Our company will provide commercial construction project information to contractors. The typical project report contains project location, estimated value, the major players involved (owners, architects, engineers, etc.), and a project description including the trades involved. Our staff will enter the data into the database. Our subscribers will be able to log in to their account from our web site and access the project information by either browsing a list of projects in their subscription territory or through saved search parameters that have been selected by them. Subscribers can choose to save a project to a folder in their account for future reference. (These "saved" projects need to be updated whenever we update the project in the system.) Search parameters include location (state/county), construction type, and the trades involved. Subscriptions will be sold by territory, which will be based on state and county. In addition to holding project information, the database must also be able to hold contact information for owners, developers, architects, engineers, and general contractors. Contact information includes the basic company name, address, phone/fax numbers, company web site URL, and email address. These contacts should be able to be added to a project report without having to re-enter the information. The contact information must also be usable in an online directory product that we're also developing and exportable to subscriber's Outlook and other contact management programs. Finally, out staff needs to have access to administrative functions such as activating/deactivating accounts, setting account subscription durations, and processing credit card payments on a monthly basis. As an option, we'd like a quote for an integrated CRM database. It would be similar to the contact database that is part of the design listed above, but used internally by our sales staff in dealing with prospects and, upon sign-up, subscribers. This is an option we're considering including, so we'd like to see a base price for the "editorial database" outlined above and an option for a CRM "sales database".
