I want to create a Leads management web site. It will have functionality as provided by following web sites.

It is made of 3 main web sites.

1. Loan web site. where clients go and apply for loan (auto, health, home, boat...)
2. Lead exchange market. once the user has applied for a lead, this site will

3. Loan Agent/Broker site. Here the agents will interact directly with the client.

Please bid on this only if you have understood the complete scope of work. Preference will be provided to those
who have worked with at least one similar type of work.

I will provide you with the user interface for all the 3 web sites. but in the beginning, you can use the interface from the above sites to get started.

the underlying database will be MySQL.

The programming language can be anything. But preference will be given to PHP.

the hosting will be done on Linux or on Windows platfor with
1. PHP 4.x.x
2. PERL 5.x.x
3. Informatin for additional modules if desired can be provided.
3. Apache

all the 3 sites will have strong admin backend.

1. client site admin can
- the functionality will be similar to the above mentioned sites.
a. create, delete, change, suspend users
b. send/receve emails to/from clients
c. provide status of the loan application to clients
d. provide editing of pages such as resources, advertisements

2. Lead exchange market
- the functionality will be similar to the above mentioned sites.
a. admin will be able to manage the agents
add, delete, suspend, change
b. manage the leads
add, delete, suspend, change
c. manage the pricing on the leads
d. send emails to agents and to clients

3. Agent/broker site
the functionality will be similar to the above mentioned sites.
- the admin will have complete control over
a. client
add, delete, change, suspend
b. pricing for the loan

the stages of development must be agreed upon before you will be granted the project. Please provide the timeline of the development stages. the total project (each web site is expected to take about 4 to 8 weeks of development time.)
progress report and demonstration of the development is required.

**** for every delay the developer will be charged a penalty ****
A delay of every week after the agreed upon schedule will result in deduction of 10% per week to the agreed fees.

an overall delay of more than 40% to the timeline will be considered as unacceptable and the project will be terminated.

the progress of the development stages has to be accepted by me or someone authorized by me, before the developer can proceed to the next stage.

I must also have access to phone and email to a designated user from the developer who will be contacted daily for the progress of the project. consistent delay or unreachability to this person will result in termination of the project.

the cost of the developent is expected to be not more than $300 to $1000 per web site. I already have access to loan agent and client web site at very reasonable cost, but I am providing bidding request so that I can get a complete integrated system.
