A consortium of media professionals and business associates have come together to drive forward a new project as detailed herein.

We are looking to have a website infrastructure built that will allow users driven to the website view live, streaming, video on a pay per minute basis. Once at the website, users will log in to their personal account and be able to watch video from there, based upon a credit balance or be able to buy further credit.

Scope of the project:

The back end elements will need to be built and uploaded to our infrastructure in a working state:

1) A system whereby live video can be streamed to the site, an infinite number of streams (channels) should be able to be created. Video will be in good quality, with sound being optional (IE, either sound will or won't be transmitted - but an option for both is essential)
2) These channels will be protected and restricted to users logged in and with a credit balance, that can then deduct on a per minute basis (IE, if a user watches one minute of video then one credit is deducted from their account, right up until 0 when the feed ceases)
3) Your advice would be appreciated on a good host for this type of solution
4) Desirable, but not essential, a method of reporting based upon income per stream.

Having done some research, there are some utilities out there that vaguely outline some of the requirements above. I have no problems with an "off the shelf" solution being customized to meet my requirements. In other words, bespoke is not necessarily a requirement for v 1 of this project.

The sort of freelancer I'd like to work with:

None of us involved in the project are developers, or serious "techies", so if you have any intention of forming a long standing working relationship you'll be the sort of person that can answer ad-hoc questions with professionalism and within context with regards to technical problems we might have. Sooner or later, there will be subsequent versions of this website, where complete customization will be required.

I don't mind people or companies based outside of the UK, as long as they are fluent in English.

We will work up an exact mandate to formalise exactly what is and is not going to be done.
