Loans App/DB with web, SMS, USSD

I will need advice and a plan on how to complete this project from any contractors who apply. Also, I will need you to let me know what budget you will need to complete it. I will choose the winning contractor based on clarity and understanding of my needs and budget. This is what I need: This is going to be a loans processing app. 1. It should get data from i) Web ii). SMS iii) USSD and populate a DB. 2. The fields required will be explained upon hiring. 3. The client DB will be built by you 4. The web form(s) will be built by you 5. It should automatically issue an account number to all signups 6. It should have a stats area and I should be able to export stats in .csv per day, per week, per month 7. It should allow users to create accounts online and autocreate accounts for SMS and USSD messages 8. It should have a Log In, Log Out and Change Password Feature on the web 9. On the backend, I should be able to add users, modify and delete users + clients. 10. I should be able to query the app/db for info about any signup. 11. You need to advise on security 12. This app is not only for receiving data. After I get the info in the DB, it should be able to send back a confirmation to the applicant by SMS and/or email. Initially this verification will be done manually but automatically later. - this means that it will at a later stage link into another DB/app to do verification. 13. On the webpage, I wish I could have a slider like the one on [login to view URL] that automatically lets the borrower how much he will pay back based on how s/he moves the slider. I will give you the application fee and the interest rates. Coupled with the number of days and amount required. The app should display the amount to pay back. Other notes: At a later stage, this app should be able to work with mobile money systems offered by telcoms for customer verification and disbursement of funds. Right now it should; Create account numbers Allow users to create loan accounts after borrowers have been verified and accepted Allow setting of interest rates based on a daily rate or annual rate computed daily Reports on approved loans, disbursed loans, paid loans, etc daily.
