Membership site with a voting function

This is a site where it’s possible to sign up, add content and based on how good that content is the member will get votes from the visitors of the site. The members should also be able to get a good overview of the votes they got, by seeing stats. It will be able to support social account creation and login as well as email verification by a third party. In the full description of the site there is also a need for a weather forecast that needs geo-tagging and the ability to show wind strength as well as sun light/strength. You will need to let me know how you would solve this when submitting your offer. Basically what is needed is the full job for this site, including design (logo and website) and building the website (frontend and backend). When making an offer I would need you to: - Let me know how you would do the weather function - Give examples of which CMS to use and why - Be prepared to come with creative suggestions on how the site could be done and not just deliver what’s in the full description.
