Create a very complex, online, searchable database (preferably in multiple languages).

General User Experience:
Anyone who visits the site can search through the images in a user-friendly way. Photos can be sorted by multiple search criteria, as well as by most recently posted, most recently taken, and by location. Photos will be images of people and they can search by:
Date photo was taken
Date photo was uploaded
Time photo was taken (by hours)
Time of day photo was taken (early morning, morning, afternoon, evening, late night)
Place photo was taken - select continent, select country, select city, select area, select venue or, if not available, type venue name
Hair color
Hair length (none, balding, buzz cut, short, medium, long)
Eye color
Facial hair (none, stubble, mustache, goatee, french cut, mutton-chops, friendly muttonchops, van dyke, full beard)
Race (Caucasian, Asian, Black, Hispanic / Latino, Indian, Islanders, Middle Eastern, Mixed)
Height (very short, short, medium, tall, very tall)
Body shape (thin, average, lean muscular, heavy muscular, slightly overweight, overweight, very overweight)
Clothing type (beach, sporty, casual, semi-casual, business, formal)
Shirt or dress color (white, black, tan, brown, red, blue, green, yellow, purple, grey, pink, multi-color)
Pant or skirt color (jean, white, black, tan, brown, red, blue, green, yellow, purple, grey, pink, multi-color)
Head accessory (baseball cap, cowboy hat, fedora, bandanna, hair clip, head band, other)

Every photo that is uploaded will have a unique code name that makes it easy to find and identify.

Photo Uploading Experience:
To upload photos, users must first register and be approved by the administrator. There are two different approval levels, Level A and Level B. Log-in for registered users must be very secure.
Upload function must allow multiple photos to be uploaded at one time (drag and drop preferred), followed by an easy-to-use way for users to tag each of their photos with the appropriate criteria as listed above (preferably all uploaded photos can be tagged on one page without the user needing to click through a different page for each photo, similar to Facebook's tagging function.
Once uploaded, depending on the approval level of each user, their photos will either be directly uploaded and searchable on the website by general users (Level A) OR an administrator will need to approve all photos (Level B)
Upon log-in, Level A users should be able to view all of their own uploaded photos and be able to administer their own photos (change criteria and delete photos).
Level B users should be able to view all of their own uploaded photos and be able to request changes to the criteria and deletion of their own photos)

Administrator Experience:
Must also have a very secure log-in (multiple administrators allowed)
Have a user-friendly way to view all new registered user requests and be able to approve them by selecting Level A or Level B
Be able to administer user accounts by changing their level or by deleting user accounts
Be able to approve Level B photos for posting in a simple way.
Be able to search photos (with set criteria) and be able to change criteria or delete photos as needed.
Be able to view user statistics (number of photos be registered users, etc...).
Be able to back-up database
