POP Lettuce - HTML5 Website with Paypal payment integration

Create a HTML5 website that is sleek and simple. the main page will have a payment meter that raises when people pre purchase lettuce. At different milestones (such as $3000, $10,000, $20,000) a new greenhouse will be be built, and the people that pre purchased lettuce and how much they purchased will be recorded in a SQL database (preferrably mySQL or postgreSQL) so I can later access the data to email them when the milestone that they helped fund is reached and that within 90 days they will be notified when the aquaponic greenhouse is built and they can start picking up the lettuce locally.

Payment method for pre-purchasing lettuce will be Paypal (simple to integrate into website)

Another page will be a simple blog that I can upload images, news and other information.

I can fill you in on the prices for pre-purchasing lettuce when the bid is accepted.
