PhpBB3 Customization

Looking to take my existing web site and modify the template to match up more with Disney's Pirate site at [login to view URL] 1. The customization should reflect a Fan site of Disney Pirates Online (like ours at [login to view URL] <--- the one to be reworked) 2. Must be able to take existing forums content and incorporate into the new custom site so no posts or discussions are lost from current working forums. 3. We will not entertain any bids above our budget range. 4. Finished product should have a feel of a connection to Disney Pirates Online. 5. Must be made in English. 6. I have made a forum face template to consider but am open to new ideas. 7. I want and expect good communication, some type of voice program coupled with regular e-mails and the chat system. (I am easy going, but that request seems reasonable doesn't it?) 8) Would like to use Skype or use Ventrillo voice programs to communicate as well. (?) 9) I will allow using existing site and simply make modification to what is there, you tell me what is best within the budget.
