We have 30 employees and contractors all over the country working as consultants. Currently, they report their timesheets using papers and faxes. We want to convert this to a secured login system where they report their hours worked for that pay period. Then all this data is aggregated by our corporate office by adding in administrative details about their project. For example, we want to track their phone number, email address, City of Current Assignment, expense reimbursements, client company, their bill rate to our clients, the employee's pay rate, etc...
Then at payroll, we would have a total amount to be paid to each personnel. Additionally, because we know the hours worked, and bill rates to our clients, we would have our invoice information ready to bill to our clients without much more paperwork.
There would need to be good user-interface created per this assignment, along with secured access by each person, and reports created to see things like: total payroll for the pay period, looking back at previous pay periods, paid vacation, unpaid time off, project total pay (showing how much a consultant has been paid so far on a given project - pull down menu of projects, etc...). We would need some administrative rights to manage forgotten passwords, etc...
We want to be able to lock a particular pay period after a certain deadline and it becomes viewable only. This way, employees can't change hours later and say we paid them too little. There would be administrative safety things like this to make the site safe and friendly.

Must demonstrate past work creating user login ID access.
Must demonstrate ability to create friendly user interfaces.
Must have experience in dbase of mission critical data.
Must be flexible in working though known and unknown problems along the way.
Must be flexible in scope changes due to problems that may come up in functionalities.
Must be able to communicate effectively in English on email and possibly phone.
