Because you want this you might want to make a windows service, ant that is definetly not possible with php. With VB it is possible, however i don't like and neither use VB. I have used ftp protocol and can do this work easily using my experience. We will use server credential to allow client to send file to server. Will keep record of uploaded files in log file which will sync with server. A supervisor will be used which will start on every boot and will restart service if it gets stopped.

Already done small projects like this one in my full time job as a software developer. I used vb.net to create an application for uploading ms office documents to web server. This wouldn't be so different.

I've made many apps like this in the past. I can code it using C# or VB. Server side code can be asp.net or php, I have implement both ways before. We can also encrypt using AES and/or compress (using gzip) your files before posting. Both algorithms are included in .NET library.
