Custom Wordpress Frontpage

Greetings, Our website, [login to view URL] is currenly using the wordpress P2 theme with many added plugins to provide our site with a comment system that satisfies our users. We are looking to make additional upgrades to allow administrative users more precise control over generated content. We are requesting the following changes: 1. We are currently using the default user roles for WordPress. Whenever an author or administrator creates a new page article, that article is listed on our front page chronologically. We would like the ability to mark an article upon creation with a flag to make it sticky. After three days, the sticky should expire and the article should then display in it’s chronological order. 2. We would like to add an additional sidebar and blog area for regular user accounts; these articles should not be displayed on the main page unless an author or administrator marks them as sticky, in which case they should follow the existing sticky rules outlined above. 3. We would like to relocate the banner ads on the site from their default location. More details can be provided upon request. 4. These changes should not affect the user comment functions in any way. Thank you for your time while evaluating this bid. Our max budget is $300 US dollars. Please ask questions if clarification is necessary; there is no room to expand this budget. If you cannot complete all of the required steps for this project within the proposed budget, I will consider partial bids that fulfill some of the requirements.
