My web hosting account has been suspended due to "using excessive server resources" of which have been identified as:
public_html/[url removed, login to view]
and
/public_html/wp-admin/[url removed, login to view]

(yes it is up and working again now as I have assured my host I am looking into the 'problem'.)

I have spent considerable time and effort in the past to reduce the CPU load to no avail. I should also mention that previously I have had a [url removed, login to view] freelancer work on this issue, but obviously, it has not solved the problem.

I need someone to:
1. Identify the source of the problem/excess resources usage
2. Suggest fixes and assist in implementing those fixes.

I don't want someone who will just go ahead and disable plugins etc that will change the functionality of my website. I have built this website myself (although I am using a professional theme) and I want to be able to understand what is the cause and work with the freelancer to implement fixes (whether they be alternative plugins with same type of functionality) to move forward so that my account does not get suspended again.

I am in Australia. Similar time zone would be helpful.

I should also note my hosting provider is very unhelpful.

Website software version and plugins are all up-to-date. I have been working on this issue myself off and on for a while but am getting no where.
