Wordpress homepage reconstruct - Add sidebar and plugin-

Below is the project I need fixing....

And the widget we want to put on the home page is on the left hand side of this page: [login to view URL]
We would essentially need to get rid of everything on the left side of the page and replace it with the new widget.
- We would like to keep top image if possible and just have the new search added
- We have the code for the new search bar so we just want to reconstruction the home page to have a side bar and add in the code.
(attached is a ruff Photoshop sample of what I am looking for)
Is this possible? since the header bar is separate? How much would it cost? How long you think it would take?
