Wordpress logo sponsor plugin

Hi, I need to create a wordpress logo sponsor plugin exactly as in the following page: [login to view URL] Also please check the attached screenshot. Requirements: - From admin area i can upload broker's logo with hyperlink opened in a new window. - From admin area i can assign category to a broker. - Logo size 100x33 - I can sort order the broker logos from admin area. - In client-side the categories appear in tabs exactly as in attached screenshot. - In client-side the container must appears as in attached screenshot 5 Columns X 4 Rows. - The plugin must support RTL & arabic language ---> VERY IMPORTANT - The plugin must be compatible with my current theme [login to view URL] ---> VERY IMPORTANT - Need access to change fields captions after finishing plugin so as to translate to Arabic. - Must have shortcode for the plugin so as to insert in any page or post. - Need this plugin in 3-5 days maximum.
