Audit website according to a scope of work

Hello, I have a website scope of work and a website that was built off that scope of work, But the website was not fully completed accordingly. I am looking for a software engineer or developer to go throught the scope of work which is 20-30 pages long with a list of requirments and audit our website to see what features and compnents were developed and what componenets have not been developed and intergraded in the CMS. Its a instance version of drupal and a wordpress blog. I would like for you to have sufficient years of experience both in drupal and wordpress, know how to conduct audits and deliver me a item list of all the components and features and functions that were done and implemented and are live and another list of all the features that were suppose to be done and that are not.
