PHP website user/admin controls and image upload

I have been building a picture-based puzzle website driven by PHP and MySQL, so far with a reasonable degree of success. I have moderate skill with PHP, but I'm reaching the limits of my knowledge and I need someone with experience to step in and build a presentable user and admin back-end for the site.
This is mostly basic stuff, and for an experienced PHP user it will be very easy. I could do it myself but it would probably take me weeks to get right and I'd rather have someone else do it faster!
For users the usual features will be required, such as editing their own details, but they also need to be able to create puzzles for the site. To do this they need to be able to upload an image that they have created, the image will need to be resized to one of two set widths depending on the ratio of the image (landscape or portrait), a thumbnail will need to be created, and the image will need to be renamed. The user then needs to be led between forms that allow them to add details about their image, including using a foreign key system to refer to actors' names that are stored in another database on the site. The users will also need the ability to add new actors.
On the admin side of things the usual features will be needed, such as the ability to edit users' accounts, as well as a user-friendly system for approving new actors names, new puzzles, non-admin users' pictures/weblinks.
If you know how to save my site's logo in the corner of uploaded images then this will go a long way towards persuading me to use your service and I will be happy to pay the higher rates for this.
Currently existing is a method for users to create an account; however, if you would prefer to create this yourself also then that is acceptable. The database structure currently exists but you will bring experience to the project that will allow you to advise whether you feel the structure needs changing.
The code that you produce will be well commented so if I need to adjust it myself it will be easy to navigate. This is important!
One more thing: I'm using a template that I've built in Dreamweaver 8, so your forms will have to be put into the space allocated for it.
