Convert HTML Tables site to Pure CSSw/ no Tables

I would like the site [login to view URL] to be converted from HTML tables to pure CSS with no tables.? In the HTML file, I would like the main content section to come first in the file, before the left side bar. Also include a separate CSS file that moves the side bar from the left to right side.
