Legacy system to EMR: HCPCS code crosswalk

Must know Microsoft Access 2010 proficiently, willing to learn about HCPCS/CPT codes used in healthcare.

First -Edit problem statement (p2-3) by giving a detail solution on how quickly and efficiently NCIH codes can translate into HCPCS codes by using MS Access Database.

Only considering to use a limited number of HCPCS code in the database to get point across. CPT/HCPCS-drug codes will be used. The attached proposal should explain pretty much what has to be done. Need answer to problem statement before creating database.
