Singapore Parliament Social Platform - Stackoverflow Style


Will like to have a portal to represent the layout of the following reports on the Singapore parliament.

The goal is to build a social platform that facilitates intelligent discussions (Stackoverflow style) for the parliament reports (Currently not in a format I like to navigate), and to use it as a form of active citizenry engagement platform.

This application will be built in phases. Let me know if you will recommend me to split up capabilities by phases instead. This is Phase 1 of the project. I have shared 70% of my requirements below. Mini mock-ups and past projects will help in my evaluation on how close you are to understanding what I want if you have any.

Design: I'm not too particular about the design currently, but the site has to be designed such that the design can be changed easily in future by another designer. For now, just use a typical Web 2.0 theme, such as stackoverflow.

Content: Do not worry about importing the entire content from Parliament reports into your system. If you can do data mining and grab the data. Great - Do indicate that as it will be a bonus for me. However, do note that if I can't find any data miners - I will need to key in the data from the site manually, and will need a good interface to update the content of Parliament Reports after your project.

Hosting: If you have experience porting Django to be hosted on Google App Engines - Do indicate so in your profile. My preferred choice is to host this on GAE.

My profile: I'm not affiliated to any political parties or the government. I like intelligent discussions on what has already been discussed in matters of the country, and making sure that good content, (if possible with citations and references) are available for all to see. In the long term, I see this as a collaborative platform to exchange and research ideas by responsible intelligent users.
