Migration from PHP to Ruby on Rails

I'm looking for an individual (not a team), who has some experience with PHP and who is a Ruby on Rails Ninja. I need someone who speaks English so fluently that language/communication will never be an issue. This will likely be a native english speaker but that is not a requirement.
I have a small web app in progress. Development has been in PHP so far but I'd like to move it to Ruby on Rails and Bootstrap. Initially I'd like to replicate the existing functionality, then we'd continue dev in RoR. I'm looking for a developer that I can work with for the migration, the continued development and ongoing [url removed, login to view] app is currently running on a test server so you'll be building a combination of what already exists with a few UI and functionality tweaks that I'll provide a description for before you start. Currently the app only has a handful of pages, several of which display order data. The app connects and imports orders from Ebay, Amazon and Magento. Familiarity with these API's is a plus. I'm estimating that the initial migration should take around a week to complete, the continued development should take around 4-5 weeks.
We will need to make progress fairly rapidly to meet out deadlines. It would be reasonable to assume you'll need to spend at least 5 hours a day Mon-Fri (25hrs/week) on this project.
Each phase of the project will be broken into milestones. The milestones will be written out, clearly stating what they encompass. An estimated schedule for completion of each milestone will be agreed upon before work on the milestone starts. This will be an estimated schedule, small, infrequent overages will be accommodated. Milestones will generally be small 4-8 hours. I will be able to pay $25/hour so this will keep each milestone between $100-$200. Payment will be released in full at the completion of each milestone.
It's important that all functionality be tested for each milestone before it is submitted. I do not test your work - I do a final review. Set time aside for testing when you estimate the time needed for each milestone.
Commenting and clean code will be mandatory. This app is a a joint effort and it needs to be as easy as possible for someone else to understand your code and continue work so it's important that things are clean and well commented. We expect to continue to develop and add functionality to this app after it is used in production so it's imperative that we have a stable, clean base to work from, no dirty, hardcoded hacks please. =]
