We need a complete vehicle and delivery tracking system developing. The components we need are as follows:

1. Software for Windows Mobile 6.5 PDAs.

The PDAs we are using are the Motorola MC65 and the Unitech PA690. We will need software writing that will:

a) Allow a driver to select a vehicle registration from a list based on depot assigned to that PDA. This will be the vehicle he is driving that day.

b) Display collections / deliveries assigned to that vehicle.

c) Select a collection / delivery and change it's status (failed, complete, in progress etc).

d) Collect a customer signature for a collection / delivery.

e) Force a driver to fill out a form on a daily basis to confirm the upkeep/maintenance of the vehicle.

f) Allow the driver to fill out a form detailing accident / damage including taking photographs.

g) Record GPS location at regular intervals (even if the PDA is in a power save state).

h) Sync all the above to/from a central server. This should be done via a web service talking to an MS SQL database.

i) Allow the phone to make phone calls to a specified set of numbers.

j) Lock down the PDA device so that only this app can run.

2. Webservice running on Windows Server 2008 / IIS that:

a) Handles communication with the PDA devices.

b) Accepts connections that create new collections / deliveries in the database that subsequently need to be sent to the PDAs.

c) Accepts connections that query the status of collections / deliveries.

3. MS SQL 2008 Database running on Windows Server 2008 that stores all the collection / delivery and GPS data.

a) Stores collection / delivery jobs and status / status history.

b) GPS location history for PDA.

c) Photographs taken by drivers.

d) DB Mail trigger that sends email to depot notification email addresses when a driver reports incident / vehicle fault.

e) Appropriate indexes to allow fast DB queries.

f) Stores permitted phone numbers.

4. Web site running on Windows Server 2008 / IIS that handles administration of the PDAs.

a) Allows PDAs to be added / removed from the system.

b) Allows vehicles to be added / removed from the system (and edit a description of the vehicle).

c) Create/remove depots in the system.

d) Assign vehicles to depots (a depot in the system is just a collection of PDAs, vehicles etc).

e) Assign PDAs to depots.

f) Assign notification email addresses to depots.

g) Assign permitted phone numbers (and descriptions) to depots.

5. An application running on Windows 7 PCs that connects to the SQL database in order to display vehicle location.

a) Application should display a grid detailing vehicle tracking information:

-Vehicle Registration

-Description of vehicle

-PDA Name

-DateTime of last update

-Location of vehicle (e.g Example Road, Sometown - we have a SQL database mapping lat/long coords into location names)

-Speed and direction (based on GPS polling)

-Number of collections/deliveries assigned that vehicle

-Outstanding of collections/deliveries assigned that vehicle

-GPS (long/lat) coordinates

b) Filter the displayed vehicles by depot.

c) Allow a user to select a vehicle to display the vehicle location on a web map service (google maps and bing maps).

d) Allow a user to display live locations of vehicles using Microsoft MapPoint Europe 2006 (including the number of outstanding jobs if possible).

e) Allow user to create named locations based of certain coordinates (i.e. [url removed, login to view], [url removed, login to view] = ACME Company).

f) Allow a user to select a vehicle and date/time range and plot a history of locations for that vehicle on MapPoint / google maps and bing maps.

g) Allow a user to select a vehicle and see the status of deliveries/collections assigned to that vehicle.

h) Allow a user to search for a delivery / collection and see which vehicle it is assigned to and it’s status.

I am flexible when it comes to programming languages but the database should be MS SQL 2008.
