Magento Bug Fix

The site worked fine until we moved to a new server. Now we have an error on the checkout page. On checkout, when the payment details are entered and the customer presses the button to make the payment, Magento returns the customer to his/her shopping cart page. No error message displayed on the frontend of the site. Debug log shows the following message "Quote totals must be collected before this operation".
This seems to be a pretty common bug but I've not been able to solve it. I have read that others have solved the bug with Freelancer help so I'm posting the job here. Need to fix this "Quote totals..." bug this week.
