As I guess from description you need the crawler to run from tim to time via cron(like each hour) and get new info from some site, yes? I can continue to guess, but better to have a conversation :). Hello. At the moment I have a nice solution box built on Laravel with php. That includes task manager with cli&cron integration, live log monitoring, heavy data oriented scraper library, proxy manager with crawlers for gathering, checker to always have fresh ones, also wrapped as a task with cronjobs. That's what I usually use for start. I build crawlers for many years and think I have a huge knowledge of this subject. PM or skype.

I am an experiences erlang, c++, python programmer, have worked mostly in academia and I'm starting in Freelancer. Have worked developing web-crawlers before, mostly in erlang and python. Would prefer to have the liberty of choosing the language but can adapt to a specific language if that is a priority for you.
