email creator that uses private proxies(repost)

need a .Net 4 program (windows 7, 64 bit) that uses private proxies then it goes to [login to view URL] and then it signs up for XXXX emails (say 200 emails) program gets 2 input files 1 is with the name of the usernames the otehr with the password (which ios fixed foir all the emails/same for all the emails created) after each created email then program goes to "stetings" and under "spam" then it sets that to "off" now, at one point then there is a captcha code - make the operator just manually enter the captcha code after each created email then program changes proxy prgroam must be multithreaded so it can create several emails at the same time - but stop where the captcha code needs top be entered. You will gert a list of priovate proxies and you will also need to create 200 emails for me with the program. Program must ALSO delecte cookies after each created email.
