We are running a weather app for mobile devices and with getting more traffic as well as more sophisticated services are looking for an expert to work with us on a long term basis, a few hours/month.
At the moment we do face a challenge that you may be familiar with. If so, please bid.
Current problem description
We are using two Web servers (Windows Web sever 2008 R2 Apache/MYSQL) to deliver data to our mobile app. Starting last week we registered short server outages usually lasting only a few minutes (but in two cases they lasted for about an hour).
The Server does not log these "outages" in its logs. It seems that the services are not restarted (or crashed) but just to slow and the connections timeout.
We could not find any shortages of system resources (CPU, RAM, internet connectivity, HDD etc.). When connected to the computer via a Remote Desktop Client during an outage the computer stays responsive and it is possible to start and close apps but accessing the web pages is not possible locally or from remote at those times.
The outages occur in random intervals and are logged by our server Monitor (detailed log available). Most of them seem to occur during our peak load times but not all of them and not every peak causes an outage.
As we are no experts in the events- or error logs we do not know what the problem is or how to fix it, so we seek an expert who can find out what is happening and how to fix it.

Server2. Rackspace Cloud Server (Windows Web sever 2008 R2)
Please note that we are also looking for managed (.. even fanatical) hosting/support trough a reliable company in the future and are not bound on certain software here.
