2 VPN Connections for 2 Server IP Add

I have a remote data center server with CentOS/OpenVPN installed. The server has two available IP addresses. I'd like to create two logins, one of which will always be routed through one of the server's IP addresses, and the other of which will always be routed through the other IP address. For example: Available IPs: [url removed, login to view] and [url removed, login to view] login 1: openVPN1 IP routing: ALWAYS through [url removed, login to view], NEVER through [url removed, login to view] login 2: openVPN2 IP routing: ALWAYS through [url removed, login to view], NEVER through [url removed, login to view] A problem we've been encountering is that all routing seems to go through only one of the addresses. We do not seem to be able to force a connection to the second address. The server connection must be made through Teamviewer/Putty on my PC.
