Software Application Proposal Document - One Day Turn-around ASAP! - repost

I need to compose a proposal for a software application project and I need this done ASAP. My deadline is in a week, and I would want this proposal to be completed no later than Monday evening (August 19th 2013) The proposal will be roughly 10 pages (could be more- or less). The proposal would be about my company providing services associated with building a Web-based Data Management & Decision Support System. I need someone who is extremely knowledgeable in building Web-based Management Systems, Document/Content Management Systems, Reporting Platforms, Transaction Processing Systems and is also well versed in writing detailed Technical Proposals associated with software development related projects. This needs to be done as soon as possible, in fact it MUST be completed within 1 DAY OF MILESTONE CREATION. I also need to submit several other proposals as well, so if this project goes well, there will be much more opportunity to utilize this individual's services.
