Project Description

I am trying to submit a proposal to a State in an African country that has very limited infrastructure but want to build an Emergency Response System. The main idea is to have a central point with an easy to remember access number (like 911) that will receive call from the public and route those call to the required public service e.g police, fire service, para medics and other emergency response teams.

There no CCTVs on the streets nor is there any public WiFi. The major form of communication is via GSM communication and handheld radios that the police, military and other security personnel use.

The request is to write a proposal detailing the system, its components and how it will work. Also required is the cost (in US Dollars) of delivering the system, running it for about a year and training personnel to use it and probably take over after a year.

If adopted, you will become part of the implementation team (optional, of course).
