Outlook Macro/Outlook Rule

I am using Microsoft Outlook 2007.

I need to start with blank template, no email subject, no content in the body of email every time I reply to an email that has @[url removed, login to view] address.

Is this possible? Only when replying, sending a new email or forwarding will not be affected.
