SEO a Spanish Website

Hi, I own a few websites in Spanish and with time they have some engine visibility. I used to do SEO for my websites but it has been a while since I used to do it and with all this penguin and panda updates Google has been making I havent been able to keep up and I have been losing web rankings. One of the things my websites lack is social media integration. The wordpress templates need to be more attractive and SEO fiendly. I could go with any free nice looking template I could get my hands on. To resume I need someone who can do the following. In page SEO - the metatag descriptions, titles, have to be friendly to the latest penguin update. Also you have to check the link texts, keywords, etc. Since I mentioned that the websites already have some traffic from search engines I can provide statistics and access to google webmaster tools fort analysis. Outside page SEO - 10 decent PR high quality links from websites that are related to my websites. Wordpress - Make the website look nice. Social Media - Get some likes from facebook and maybe some twitter. Competitor Analysis - I will provide urls from 2 or 3 of the closest competitors for you to know what my goals are concerning my website. Be Careful - I don't want anything that can affect my websites negatively from the search engine rankins point of view.
