Need a to build a simple CMS site to display data derived from daily publicly distributed websites. Site should recognize mobile phone users and auto-direct to appropriate site version whether it be wap, iphone or html which is optimized for such device. Site needs to use mySQL to store collected data and be able to display history of past data. I can show you examples of what I'm looking for when we talk. Users should be able to click on site, choose state they live in, then choose one more dropdown and then see the data they need. I need to have the ability to use the CMS to insert targeted banner ads for particular pages according to their choice of dropdown as well as add new states/dropdown options as site grows. I want a clean, simple look and similar admin area. Would like this quoted with a companion iphone app which should function similarly.

CMS and Admin
I will need a user side as well as admin login. The admin should allow me to easily create more pages/categories/links etc as needed as well as add more areas available for data search and enter a link to a data feed however we have to set that up.
The user login will be for people wanting to sign up for email alerts when data reaches certain user determined criteria or for advertisers or both. Those who choose to advertise will be able to upload 1 picture (to be resized to a predetermined size(s), write a short ad, maybe a long ad, enter a link, and enter data area they are advertising in. Payment for ads via PayPal. Advertiser info needs to be auto converted to website banner optimized for wireless and HTML and one for iPhone app. They should be able to review how their ad looks and how it will display. Returning from PayPal will bring them to their newly created ad which will need to be moderated by admin each time changes are made. Will need some sort of simple stats for users.
The site will have just a few functions at first but will need to be easily expandable. Main function is to display data user desires as well as history data and continue to store history data. Each data set will have it's own page sponsored by banners. The database needs to be able to auto generate data history graphs. I want a clean, simple, Google type look with just a few snappy graphics and logo. I need the HTML site to be very similar to the wireless redirect. The iPhone redirect needs to look just like the app.
The app will function with a snappy splash screen bringing the user to a page with a logo at the top, then a search box under the logo and a list of states under the search box. The search box will try to predict input as the user types according to available data. Clicking on a state will slide to available data for that state. When user finds data, user will have the option to favorite it, another option to use data as start page, another option to view history graphs, and another option to email info to a friend pulling email addresses from the address book if needed. Data emailed will include at the bottom of the data the banner text and link to advertisers site. An information icon should be in a lower corner which flips the page over to reveal accuracy disclaimers and usage terms.
Banner should be at the bottom of the app page and needs to refresh to different ad (if I have another advertiser for that data set, if not stays the same) with every page change. Banner will link to open a advertisers page in safari.
