User Registration, Payment and backend DB connectivity

I have a background in certain areas of web development (front end) however, I have a requirement to add some back end processing. I could probably muddle my way through it however before I started down that road, I wanted to see how much it would cost for someone to develop it on my behalf.
My requirements are as follows:
I am looking for a secure user registration database and pages that enables a user to register for my site. This should include all of the necessary forms to register, login, logout etc. As part of the registration process the user needs to be able to fill in some information such as their address, telephone number and email address. Once a user is registered, I need a method of storing this information to enable the user to change their password and edit information stored on their registration form at a later date. Incorporation of a CAPTCHA process to prevent bot registrations must be included.
As part of the login process, I'd like a form created which is visible upon entry to the site i.e. at the top of all pages. If a visitor isn't logged in, I'd expect username and password boxes to be visible with also a register option. Once a user is registered and has logged in, I also want them to be be able to Edit their profile...i.e. change an address through a link at the top of the page.
I also want a payment engine/checkout option on the site. This must be secure via https:. I have read about Paypal IPN which looks like a potential option but I am happy to listen to alternatives. I want to track a users spend on my site so I need to track their transactions. i.e. if someone makes a £[url removed, login to view] and a £[url removed, login to view] purchase, I need to be able to store information about their purchase and total their spend and display this back to the website. I therefore need all transactions stored once verified on a DB on my webserver and linked to their user ID.
I am not looking for any template or design change at this point in time. I just need some skeleton pages that functionally work that can be incorporated into my site as easily as possible
My webserver uses cpanel and I'm familiar with Joomla and would rather administer the site through their CMS however, I am open to any other suggestions.
