Recreate from scratch one responsive web page

Hello
i want you to build one lightning fast html page.
The page should be responsive design.
I have a web page on internet that i would to recreate from scratch.
Dont copy css, clases, id or html code.
Everything must be from scratch.... (New clases, new html, new css).
No bootstrap and templates...
The page is simple (containing 1 google map, few images, 3 tabs, 3 ads placeholders, and a comment form).
Map and tabs should be active (working)... comments, ads and images no.
This lightning fast web page should be with minimal code (html,css,js) remove all unnecessary from html,css,js.
After done page must pass

You need to have big monitor to work on this responsive page (width > 1440px).
When done a part of job it upload it on testing server so i can check.
After the design is (recreated)...
There will be the need do small tuning... because the original responsive page is faulty.
