Create a Animated Video for a Benefit Plan

I am looking for a skilled animator to create a less than 1-minute 2D animated video that will explain the benefits of our benefit plan. The main message we want to convey in the video is the explanation of benefits. We prefer 2D animation style for this project. The video should be engaging, informative, and visually appealing.
Ideal skills and experience for the job are:
- Experience in creating 2D animated videos
- Proficiency in animation software such as Adobe After Effects or Toon Boom Harmony
- Ability to create engaging and informative content
- Experience in creating videos for benefit plans or similar projects is a plus
Please provide samples of your previous work and a proposal detailing your approach to this project.
The Language used on the video must be PORTUGUESE BRAZIL (PT-BR).
