Changes to native Android app that sends and recieves SMS messages

We have an app, built with Android Studio. Our app currently pulls SMS messages from a DB, sends them out, and sends out the status of the delivery back to the db.
The coder should take 2 hours to review the current app and understand what is going on.
We can’t say if the current code is well written. We know, it sucks to work after someone, but it is something we must agree upfront, that If required, the coder should create the methods needed to ensure the proper functionality of the app.
The coder should refactor all code to ensure everything makes sense.
The coder should implement fixes on the current code to ensure it will work with the rest of the features.
