Develop custom Android rom specialized in video games

Good morning, I am looking for a team of computer engineers specialized in Android development. I want to make a custom android rom with my brand's startup animation. The rom will not have, it will not have google play, it will have a personalized game store in several languages. This same rom has to be as light as possible and optimized for games and emulators. When a game starts, all applications have to be closed. You have to make sure that these games always have the same performance as if it were a console system. The navigation of the system must be simple and dynamic, compatible with navigation with a touch screen or with a game controller. It has to be compatible with Android, ps4, ps5, xbox (xInput) game controllers and switch controller. The store has to be divided into multimedia content, Games and Apps. Those who develop new games for this rom have to be able to use all the controls of this game. The rom has to be compatible with the majority of phones on the market, especially with the platform that this rom will include. It will be a video game console with mobile phone hardware but with the feature that its rom can be used in various systems apart from the original system. This system will be built by an OEM company later. What is necessary is to know the budget for this project. The options of this system in comparison with other roms have to be more limited so that the user feels that he is using a closed system.
