JasminSMS Send Problem and Read DR

Modify jasminesms to be compatible with SMSC

Jasmin SMS is installed on our server, but it keeps trying to send a message to SMSC (not bound) error but after several minutes it can deliver the Sms.

We want to the issue above, and want to DR readable from any API
