the 1st floor and the 2nd floor will be on top of a new foundation.

In a flood Zone

Please design a footprint for this new foundation 9(Ground Level) which will be 12' Block walls .

So now we will have 3 floors. See attached ground level layout.

Create site plan in Auto Cad using attached survey and site plan draft
