IVR Project - PRN Industry

I am currently looking for a highly skilled engineer to do some work in a development of a new IVR. This IVR
Must be capable of both VOIP , PSTN to VOIP.
The large majority of the calls will be inbound from PSTN networks, with at least 10 other VoIP inbounds from international accounts.
The current equipment we have is all based on Windmill on E1's , so these existing services would need to be converted to run on the new equipment.
Here is a brief rundown on the services currently in use
1.) Psychic live 121 services with operators working from home
2.) Adult based live 121 services with operators working from home
3.) Ping Pong Style chat
4.) Eves Drop facilities
5.) Recorded messages
6.) Hosted services
7.) Recruitment lines with voicemail that’s recorded and emailed to this department
8.) Credit Card booking lines with queuing , this system is complicated and operates from a pin top up facility
with new pins generated for new customers with various amounts of talk time directly linked to the IVR.
This facility would also need to be integrated with a merchant facility such as Streamline or Metacharge.
9.) Log in and out facilities both web and phone for operators to log on and off
10.) operators be able to web log in to check there stats for a 3 month period.
11.) Clients will also need to be able to log on via the web to check there stats on their services.
We would also like what is called a widget designed and developed for myself that will enable me to setup new services with ease. I will of course lease with the successful applicant to give a brief on how this is to be done.
Billing - This is paramount and will be fairly complex , this should be working from mysql so the new kit needs to be programmed to dump various information into a database.
Mysql - Our existing client base , and operator base will need to be imported into the new equipment to save on all the operators being re-programmed in.
Gateways - We will need solutions for gateways , PSTN to VOIP for inbound and outbound , VOIP to PSTN for inbound and outbound.
SMS Premium Rate Based - This needs to be designed and developed
Webcams - We would like a system designed and built here is how it will run. A PRN is assigned to the kit. A caller calls this number to initiate a webcam chat with a operator based at home on his/her pc. Once the the caller hangs up the call , the webcam chat on their PC is shut down. A website will be developed to run this on.
Server Status Pages - We will require a web based system where any engineer or supervisor can get live displays on how the server is running , how many lines are in use , and how many are available. A sms message to a list of numbers should a fault developed or the server is reaching capacity.
Operator Status Pages - We will require a log in based web system where supervisors can monitor what operator is busy , logged on but available , Logged off.
Operator stats - This will be a web based log in system for supervisors to obtain stats on each operator this will need to include , Log on time , operator talk minutes , failed calls , successful calls , engaged calls , server errors.
Live client panels - This is a simple application for clients of services to place on websites to show what operators are logged on , busy , or logged off. I would assume this be mysql based.
We would prefer this system run a windows environment , and servers will be located in a sever hosting company which will be provided. However Linux is a option if simple training can be provided to the engineer on how the equipment works , and how to fix faults from a software point of view. The minimum uptime of this equipment must be 99.5%.
We are looking for someone to take this on as a whole as is and we appreciate its a large scale project and the budget is set accordingly.
Should anymore services need to be programmed or designed and added to this list we will pay the appropriate rates.
