The project would be a simple "lower third" video utility for windows. It adds a "lower third" panel to an existing video/ Any programming language will be fine.
It would load a video, select the colors (including transparent), then let the user enter some text in two fields, select the beginning and end points of the "lower third's" appearance on the screen, and then click to save. The formats should be AVI, WMV, MP4 and MKV. You should be able to find a free library of codecs, and more codecs are better than fewer. Just add the whole library. The program should load the codec according to the file type.
It needs two transitions. One, a slide in and slide out (right to left), and fade in fade in and fade out.
The libraries are common, and you should be able to use a color picker for the colors used in the "lower third", and a standard library for transition effects, with the transitions applied only to the lower third, not the whole clip. It also needs to allow selection of font size and color (also standard libraries). Only two video sizes will be used. 1280x720 and 640x480.

It would also be good to have a way to insert an image on the left side of the lower third, as in the example image. The image can be jpg, but BMP or PNG is also fine.
It only does one thing, so It might be quite a small job.
This will be a very easy job - if you have experience with vido softwares.
Completing the project includes submitting the source codes.
