OnScreen PDF Reader/Editor with the ability to Measure PDF Construction Drawings

I am looking for a C# programmer who can developed a project similar to the application Plan Viewer Download OnScreen takeoff, I will incorporate it into my own estimating software, so full source code would be required, it will require an Access Database with and upgrade to SQL as my does my estimating software. Must be able to take off lines, counts, areas, etc., each condition (item) measured must be able to be colored coded.. This project is for a Desktop Application.
