I need a very small footprint deamon service for Windows 10 that continually monitors the files in a Windows network share file directory. If any file in the directory changes, is modified, is added, or deleted, it alerts the user immediately by a red notification bar across the top of the screen that stays for 10 seconds (adjustable) and then disappears automatically. The bar color and text only message displayed on the bar should be customizable with a configuration file and the size of the bar also customizable, but the bar will always start at the top of the screen. The notification bar needs to display on top of any full screen application like a movie or power point presentation so it’s always seen by the logged in user. If the program needs to scan the directory for changes, it should only scan the directory folder every 1 second as to not create an excess amount of network traffic. The network share can be mapped as a network drive on the Windows 10 computer if absolutely necessary, but I would prefer it to work over UNC without a mapping. The preferred programming language is .NET framework for built-in Windows 10 compatibility.
We can use both system file watcher or scan file to dectect the change then make topmost notification by create window with special property set by some native method.
