Custom two player Unity Character Controller

We are building a 3D Top down two player local multiplayer action game where two players must cooperate in defeating enemies.

One Player casts projectiles and the other does melee attack

Our character is tied together by a slightly stretchy rope, tension will pull the players towards each other if equal force is applied on both sides. The other player will be dragged on the floor if the other player applied more force. Something along these lines. I should ideally be dynamic physics to allow interesting effects.

We just need a character controller setup to allow this rubber band effect. Would be great if properties can be adjusted by us later too.
